A questo gioco ha partecipato mia moglie e il premio previsto per chi arriva al traguardo è l'attivazione della tessera sanitaria.
Da quando c'è l'emergenza sanitaria del Covid-19 la tessera sanitaria in Italia è diventata un documento molto più importante rispetto al passato perchè è necessaria per prenotare la vaccinazione per il Covid-19. Se hai una tessera sanitaria scaduta e sei tra i "fortunati" che non l'hanno ricevuta direttamente a casa devi richiedere una nuova tessera sanitaria presso gli uffici dell' Azienda Sanitaria della tua città altrimenti non puoi prenotarti per le vaccinazioni.
Così ha fatto mia moglie, una decina di giorni fa si è presentata presso gli uffici dell'Azienda Sanitaria della mia città che si chiama ASP per richiedere la tessera sanitaria. L'ufficio le ha rilasciato subito una stampa della nuova tessera sanitaria e le ha comunicato che la tessera plastificata sarebbe arrivata a casa successivamente. Lunedì hanno aperto le prenotazioni per le vaccinazioni anti-Covid per le persone nella fascia d'età over 40 e mia moglie ha provato a prenotarsi sulla piattaforma online per le vaccinazioni. Purtroppo non è riuscita a prenotarsi perchè il sistema di prenotazione online riportava il seguente errore: la tessera sanitaria non è attivata.
Ed è qui che inizia il particolare e avvincente gioco "La tessera sanitaria e il ciclo infinito". Come nel famoso gioco dell'oca si parte dal via ma non c'è un dado a disposizione dei giocatori perchè si può avanzare di una casella alla volta.
Vi spiego e racconto la partita che ha giocato mia moglie a questo nuovo gioco.
Prima Casella
"Il Numero Verde"
La prima casella del gioco è il numero verde che fornisce assistenza a chi ha riscontrato problemi nell'operazione di prenotazione per il vaccino. Mia moglie telefona al numero verde e il gentile operatore risponde che non è possibile effettuare la prenotazione perchè la tessera sanitaria non è stata attivata ed è necessario richiedere l'attivazione all'ASP.
Seconda Casella
"ASP (Azienda Sanitaria di Potenza)"
Mia moglie avanza sulla casella successiva: l'ASP. Nelle istruzioni del gioco c'è scritto che per superare la seconda casella è consigliabile recarsi fisicamente allo sportello dell'ufficio ASP che è preposto alle richieste delle tessere sanitarie perchè telefonare e sperare di ricevere risposta è una missione quasi impossibile. Mia moglie segue le istruzioni, chiude il negozio temporaneamente e va di persona all'ufficio ASP che si trova in Via Ciccotti della mia città. L'impiegato allo sportello però "sfortunatamente" non può attivare la tessera sanitaria nonostante sul sito dell'ASP c'è scritto che è proprio quello l'ufficio preposto all'attivazione delle tessere sanitarie e comunica a mia moglie che è un ufficio della Regione che deve e può farlo.
Terza Casella
"Ufficio della Regione"
Superata la casella ASP mia moglie arriva alla terza casella. Il gioco si fa interessante perchè anche gli impiegati dell'ufficio indicato dal dipendente pubblico dell'ASP non sono in grado di attivare la tessera sanitaria. Fortunatamente anche loro hanno una soluzione: "Signora per attivare la tessera sanitaria provi a chiamare a questo numero verde".
Ed è qui che il gioco inizia la parte più bella e divertente:
Il numero verde è lo stesso della prima casella.
Si ritorna alla prima casella e si procede all'infinito nel percorso:
numero verde - ASP - Regione - numero verde - ASP - ....
Un gioco divertente vero?
Dopo telefonate e richieste di informazioni mia moglie ha scoperto che la tessera sanitaria doveva essere attivata da un ufficio dell'ASP situato in un'altra zona della città.
Ho voluto ironizzare su questa vicenda paragonandola ad un gioco da tavolo ma la vicenda in questione è molto triste...
In un'Italia malata di burocrazia se hai la sfortuna di incontrare un dipendente pubblico che ignora il suo lavoro e la sua funzione puoi finire in un ciclo infinito...
Perchè un dipendente dell'ASP addetto alle richieste di emissioni di nuove tessere sanitarie non sa che è un'altro ufficio della sua stessa Azienda Sanitaria ad attivare le tessere sanitarie? Perchè una persona così poco professionale e che fornisce informazioni sbagliate viene messa a contatto con il pubblico?
Mia moglie ha tenuto il negozio chiuso per due ore perchè è vaccinarsi è importante ed è una priorità per proteggere se stessi e sopratutto per proteggere le persone anziane e quelle più fragili. Il dipendente pubblico che le ha fatto perdere tempo inutilmente prenderà il suo stipendio senza nessun problema o decurtazione e continuerà a far perdere tempo a chi avrà la sfortuna di incontrarlo.
Generalizzare è sempre sbagliato e ci sono tanti dipendenti pubblici bravi, cortesi e professionali ma ci sono anche tanti altri che non sanno fare il lavoro per cui sono pagati e dovrebbero essere licenziati in tronco.
In un azienda privata un dipendente del genere sarebbe stato, con molta probabilità, licenziato subito. In un azienda pubblica un dipendente che non sa fare il suo lavoro continua a svolgere il suo "non lavoro" e magari, in futuro, riceverà anche qualche promozione collegata all'anzianità di servizio...
Spesso la vita assomiglia ad un gioco e quando ti trovi a girare in un ciclo infinito ti girano tante cose...
The health card and the endless loop
Would you like to take part in a game called "The Health Card and the Infinite Cycle"? Come to my town, participation is totally free and there are only two requirements for taking part:
- you must have an expired health card
- you must have time available to complete the route of the game.
My wife took part in this game and the prize for reaching the finishing line is the activation of the health card.
Since the Covid-19 health emergency, the health card has become a much more important document in Italy than it was in the past because it is needed to book a Covid-19 vaccination. If you have an expired health card and you are one of the "lucky ones" who didn't receive it directly at home, you have to apply for a new health card at the offices of your local health authority, otherwise you can't book vaccinations.
That's what my wife did, about ten days ago she went to the offices of the health authority in my town, which is called ASP, to apply for a health card. The office immediately issued her with a printout of the new health card and told her that the laminated card would arrive at her home later. On Monday, they opened the vaccination bookings for Covid vaccinations for people over 40 and my wife tried to book herself on the online vaccination platform. Unfortunately, she was unable to book because the online booking system showed the following error: the health card is not activated.
And this is where the peculiar and exciting game 'The Health Card and the endless loop' begins.
As in a board game, you start at the beginning but there is no dice available to the players because you can advance one square at a time.
I will explain and recount the game my wife played in this new game.
First Box
"Toll-free assistance number"
The first box of the game is the toll-free number that provides assistance to people who have had problems booking their vaccine. My wife calls the toll-free number and the friendly operator replies that it is not possible to make the booking because the health card has not been activated and it is necessary to request activation from the ASP.
Second box
"ASP (Azienda Sanitaria di Potenza)"
My wife advances to the next box: ASP. In the instructions of the game it is written that in order to pass the second box it is advisable to physically go to the office of the ASP (Azienda Sanitaria Locale di Potenza) which is in charge of the requests for the health cards because calling and hoping to receive an answer is an almost impossible mission. My wife follows the instructions, closes the shop temporarily and goes in person to the ASP office in Via Ciccotti in my town. The employee at the counter, however, 'unfortunately' cannot activate the health card, despite the fact that the ASP website states that this is the office responsible for activating health cards and tells my wife that it is a regional office that must and can do so.
Third Box
"Office of the Region"
Having passed the ASP box my wife arrives at the third box. The game gets interesting because even the employees of the office indicated by the ASP civil servant are unable to activate the health card. Fortunately, they too have a solution: 'Madam, in order to activate your health card, try calling this toll-free number'.
And this is where the fun part of the game begins:
**The toll-free number is the same as the one in the first box.
You return to the first box and proceed endlessly along the route:
Toll-free number - ASP - Region - toll-free number - ASP - .....
A fun game, isn't it?
After phone calls and enquiries my wife found out that the health card had to be activated by an ASP office located in another part of town.
I wanted to make fun of this story by comparing it to a board game, but the story in question is very sad...
In a bureaucracy-sick Italy, if you have the misfortune to meet a public employee who ignores his job and his function, you can end up in an endless cycle...
Why doesn't an ASP employee in charge of requests for issuing new health cards know that it is another office of his own health authority that activates the health cards? Why is such an unprofessional person who gives wrong information being put in contact with the public?
My wife kept the shop closed for two hours because it is important to vaccinate and it is a priority to protect oneself and above all to protect the elderly and the most fragile people. The public employee who wasted her time unnecessarily will take his salary without any problem or reduction and will continue to waste the time of those who have the misfortune to meet him.
Generalising is always wrong and there are many good, courteous and professional public employees but there are also many others who do not know how to do the job they are paid for and should be fired on the spot.
In a private company, such an employee would most likely have been fired immediately. In a public company, an employee who does not know how to do his job continues to do his "non-job" and perhaps, in the future, will also receive some promotion linked to seniority ...
Life is often like a game, and when you find yourself spinning in an endless loop, so many things are spinning...
